Will wave planning using "<=" Total Weight parameter for the Wave limit the wave to the parameter va

We need to limit the size of any given delivery to the carrier capacity.  We anticipated being able to set the Wave Total Weight <=  15000   as the parameter on the wave.  Our understanding was that the wave would 'cut-off' when the weight limit was exceeded.  Is this not how the functionality works?
