Restrict Responsibilty Assigment

Hello,

I want to restrict users who have access the the FND_NAVSECUSER4.0 menu( User Menu - System Administrator GUI ) through the Quick User Manager(A responsibility I created)  from assigning the System Administrator responsibility to any user. I need some help to get me started.

Any help will be greatly appreciated.
