Order of loading of manifest files?

I have some vanilla 3rdparty files that are loading. I see some errors in console that some objects are not defined. Based on my analysis, the order of loading of files is an issue. One file needs another file to be loaded beforehand. The files come from vanilla manifest administration which can not be edited. Is there a way to change the order of loading of files or any other ways to fix the console errors.
