Aggregation of RAC cluster members for Information Publisher report

I'm developing an uptime summary for our RAC databases. I want to present the data for the total cluster since the database availability is the important metric, nit uptime on the individual instances.

In our environment the sysman views mgmt$rac_topolgy and mgmt$rac_membership have zero rows. Otherwise I'd use them to map aggregation.
