when the IB ownership is transferred the user updated bill to, it is not coming on the new contract

We are doing transfer of ownership in install base and as part of that we are entering the bill to address different than the owner bill to.

When the new service contract is created after IB transfer, the bill to is IB owner bill and not the bill entered by the user during IB transfer, is this out of box.
