UOM Conversion Shipment in JDE 9.1

Hi,

We set uom conversion 1 Carton = 2 pieces

Why if I create shipment with 1 cartoon always failed ? but if I fill with 2 pieces was succeed ?

This things contra with reclassification and transfer which if i create 2 carton was succeed.
