Do i need to Enable Budgetory Control checkbox at Ledger level & check box of 'Use PO Encumbrance' i

I want to use Project Budget while entering Purchase Order. Hence I have enable Budget Control feature and entered PO but this PO not checking Project Budget.

I referred oracle note 'Budgetary Control And Funds Check in Projects R12: A Case Study Using a Non-Integrated Budget (Doc ID 1314706.1)' to enable Budget Control.

But I am not able to Check Budget/Check Fund from Tool menu on PO.

In this above oracle Note, I need to 'Enable Budget Control' at Ledger Level & also need to enable check box of 'Use PO Encumbrance' in Payable Financials Options.

I didn't complete this step. Is this mandatory setup if want to use Project Budget while entering PO.
