Pramotion Modifier not getting applied on sales order

Hi,

Greeting's for the day!

There is an issue i am facing with Promotion Modifier. Even after qualifying all the list header and line qualifier condition the modifier is not getting applied.

Checked through QP:Debug - Pricing viewer on the attributes are also matching and the formula used is returning the price as well.

Not sure what is causing the problem.

I would really appreciate the help on the above.
