Alternate blank pages while generating report in pdf format

Hi All,

When i run a BI Publisher report with PDF format. First page always comes blank. 3rd , 5th , 7th .... alternate page have only one row . But when i run it with EXCEL or HTML formal it generates completely fine. Any suggestion ?

Attached are the XDO and rtf files.
