HFM 11.1.2.3.700 Task Flows won't save

I currently believe our problem is a setting somewhere, but I need help finding it.  We've upgraded our DEV environment to 11.2.3.700 and during testing we found that we're unable to save changes to task flows and new task flows.  This behavior is consistent in IE10, IE11, IE11 in Enterprise Mode, and Firefox.  A sister company is also testing the .700 patch and they are able to save changes to task flows.  I did even log in to the problem environment from a PC that was able to save on the sister company environment just to rule out PC settings.
