Agile PPM Project Locked through Gantt Internal lock mode

In Agile 9.34, user had locked a project through Internal Lock Mode through the Gantt chart.  From Gantt, the project no longer shows locked, however on the General Info tab, the lock user is still displayed.  As the admin, I have attempted to unlock the project, however I am getting and error message "Ship Sample Unit is not locked by admin".  Oddly, a task on the project called Ship Sample Unit does not exist anywhere in Agile (Ship Sample Parts does").

How can I get this project back to an Unlocked state?

Privilege to modify and unlock programs  is assigned to my admin role
