Issue with Charts in Excel output in Oracle 12.1.3

I am trying to develop a XML publisher Chart.

I am able to view the Output of Chart in RTF and PDF output, but for Excel it gives error.

Error:The Linked image cannot be displayed. The file may have been moved, removed, or deleted. Verify that the link points to the correct file and location.
