Adding user to SI

We have a user who has an active MOS account, associated to a disabled SI. User can reset password, but MOS will not allow him to request access to any other SIs for our organization. He receives error "Account setup still in progress. Check back later." None of the CUAs with access to any of the other SIs can add him, and he cannot request access.

How do we resolve this?
