Application Diagnostics Responsibility does not have any tests to run without system administrator r

I noticed that when a user has

1) both system administrator and application diagnostics, then system allows to view and execute the tests from application diagnostics responsibility

2) only application diagnostics responsibility, then I am unable to view any tests and not able to execute them

Due to security issues, only DBAs have system administrator responsibility, hence each time I open an SR with Oracle to provide the dianostic information, I have to ask the DBAs. This defeats the purpose of the application diagnostics responsibility

Please advice if there is a resolution to fix the application diagnostics responsibility
