ECO Integration and change types

I have an existing system that manages BOM's.  I'm looking to bring the BOM changes in as ECO's but the challenge is that the source system cannot currently send incremental changes.  It sends the entire BOM.  Is there a specific ECO change type I can use that would expire the current bill and replace it with the new one?  Is this even possible?  We are on release 9.1.
