How wave launch works in campaigns?

We are using the email marketing and wave launch for particular campaign failing with below error.

Error/Warning : Error invoking service 'Wave Execution', method 'SendOffers' at step 'Send Offers / Vendor Lists'.(SBL-BPR-00162)
