Resource Manager IDLE Session Limits VS User's Profile

Hi,

we have not set or used any resource plan on our database (OLTP, dedicated server), which has always a high number of idle sessions ... and many times the database went out of processes and users were not able to connect.

The responsible DBA chose always to increase the processes parameter, and restart the database.

Now I'm gonna handle it instead of him, and I want to know:

How could I choose the best way to control the IDLE Sessions in our System?

- Use Resource Manager

- User's Profile

How to configure a resource plan to handle only the idle time limits without effecting any other parameter which related to CPU usage and run time .. etc?
