emctl gets me "The system cannot find the path specified"

All.  we are on windows 2008 r2 and running oem12c 12.1.0.2.0

I recently upgraded our oracle repository db from 11.2.0.1 to 11.2.0.3

all was fine but now I have tried to restart my oms service and no luck.  

i cannot even get the command d:\oracle\mw\oms\bin\emctl status oms to work

I get The system cannot find the path specified then many other errors, but even emctl alone gets me The system cannot find the path specified.

Does anyone have an idea what I have messed up in my configuration of oem 12c to now keep me from using emctl command at all?
