Work Type required in the Project Types form

Hi,

I am on EBS Projects, version 12.2.4. 

When entering a new Project Type, the Work Type field is displayed as a required field and is in fact required.

The documentation states that if the profile options below are set to No at Site level, the field is not required in the Project Type (PAXSUDPT) form. 

PA: Require Work Type Entry for Expenditures = No

PA: Transaction Billability derived from Work Type = No

Is there another place I need to look that would make the work type not required? 

We are not using any labor expenditures so work type is irrelevant to us.
