Zero out on hand quantity

Hello  ,

As a part of clean up ,we are trying to zero out the on hand quantity of items(more than 4k items) and the items are serialized . Please help me to pull out the serial numbers for the corresponding on hand quantity items so that i can do a misc issue through mtl_transactions_interface . Or are there any better ways to perform the clean up ?
