Siebel Open UI shows blank screen after upgrade from 8.1.1.10 to IP2013 P17

logged in to Open UI using chrome. Got the below console message

Connecting to PORT_NAME_SYMANTEC_PKI_CLIENT_CONTENT_TO_BACKGROUND...

bridge.js:1 Connected: Port {}

bridge.js:1 Done.

detection.js:1 +content/detection.js

detection.js:1 -content/detection.js

siebjs.js?_scb=:38 [SetProtoAPIs] : Missing handler for type [ncm]

siebjs.js?_scb=:38 [ContentLoader]  Error -> SiebelAppFacade.PDQPresentationModel is not a function

And got a blank screen.

Please help me. I have the latest vanilla SRF downloaded using Patch number 17470764.
