SSO registration failing with ORA-00942: table or view does not exist

I have been unable to successfully register the application for SSO. We have 11.5.10.2 RUP7 running on Solaris, but the database has been upgraded to 12.1.0.2.

The OID environment is OID 10.2.20.2 with DB version 10.1.0.5 (Yes, I know it is old and not supported and we do have plans to move EBS to R12 and OID to OAM 11g or another LDAP product)

I fully understand we cannot connect to the 10g database from the 12 client, nor can we connect via a db link, but we have been able to connect from the application tiers where we are still at the version 8 client. A TNS connection from there works fine and the JDBC connection is working as well based on what is in the log.
