For the single approval route code 1-1000 only one approver and for above 1000 there are 2 approvers

For the single approval route code 1-1000 only one approver and for above 1000 there are 2 approvers,why the order with amount greater than 1000 goes to first approver for approval?

If this is the standard then how to make it possible not to go to approver having 1000 amount approval authority?
