Supplier party sites getting inactive after R12 upgrade

Hi

We've upgraded from 11i to R12.1.3

Example. There were two sites for single supplier with same addresses. Upgrade script merged them and used vendor site code on min logic.  But these sites are seen as inactive post upgrade.

Currently we are not affected because this address is validated on form. Post RUP-3 patching, this validation has came about where even sites are seen inactive.  How to resolve this issue.
