Address Update Restrictions in eBusiness Center

We'd like to restrict users from editing addresses in eBusiness Center, depending on the type of records.  Forms Personalization may work for Oracle forms but not for HTML pages. We don't want to write Java code to control HTML pages.  Please advise in details how best to solve this issue.
