Iframe in Siebel with https in the url does not open in the veiw Tab, rather it overwrite the siebel

We have an issue with iFrame in siebel open UI, where a https URL is opening in a separate whole page for first time rather than opening inside siebel applet. Once we refersh the page, it is opening inside siebel applet. This is happening for the first time only. Any suggestion would be highly appreciated. we have other URL with http, which are working as expected.
