R12 SLA Pre-Upgrade program - are we required to run it in 11i before upgrading to 12.1.3?

I have been reading the R12 FAQ for the SLA Upgrade (Doc ID 604893.1), and I don't want to make assumptions that the pre-upgrade program is "optional".  Where can I find references to see if this is a required step?

Doc ID 604893.1 states by DEFAULT, the upgrade updates data for the current fiscal year, and if needed some from the previous FY to ensure at least 6 periods are included.  If this is the default for the R12 SLA upgrade, I would interpret it as stating the SLA Pre-Upgrade program is not a requirement if we just want to stick to the default periods.  Is that correct?
