Query on System Preference "Alarm Manager Load Delay"

I am looking for information regarding System Preference parameter "Alarm Manager Load Delay". I bookshelf I could only get information about "Alarm Manager Load Frequency"

Alarm Manager Load Frequency

Number of minutes the system waits before rechecking for alarms.

Default: 60


We are facing performance issue while login due to queries generated by Alarm functionality. We are told that its a product Bug that Oracle has fixed in PS7. But we are on IP2014 PS5 and for current release we don't have time to apply PS8 (we will do it in next release). So we are told to use system preference parameter "
