purging responsibility

Some functional responsibility is asking for creation of a purging responsibility (section 8 Resource Management of the AP Functional Guide).
There's no more detail on this, which obviously is too little to achieve that task.
There is no reference to other documentation on this subject.
so, how do you exactly do this ?
