Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Error "Overlapping controls have been detected" when trying to edit web layout

We are using "Siebel tools innovation Pack 2013" 8.1.1.11

We have some issue when trying to edit web layout of some applet with some enviroment :

Steps:

lock project or applet
then trying to edit web laout
the display is distorted: controls are averlapping, when save modification, error "Overlapping controls have been detect"is displayed"
however when trying to edit the same applet in another PC , it seems to be OK

Help help!
