AR Transactions form personalization

We are currently working on a form personlization on AR Transaction form , on which the requirement is to keep all fields as read only expect ( Special Instructions and Comments ) which are on More tab of the form

All things is working correctly or we are able to keep them as read only but we are not able to get SHIP TO , as read only . A user can still modify the access to modify Ship to Number ,  any guess why what would be the case ?

Form Name : ARXTWMAI

We are on release 12.1.3 , I saw this form has a bug in 11i related to LOV for Ship TO on the same form but nothing related R12
