Forcing NLS_NUMERIC_CHARACTERS to: '.,' for XDO processing

We have customized the standrad oracle report 'Outstanding Holds Report (XML)'.  Now, the report is getting completed but the log shows:

Forcing NLS_NUMERIC_CHARACTERS to: '.,' for XDO processing

APPLLCSP Environment Variable set to :

Current NLS_LANG and NLS_NUMERIC_CHARACTERS Environment Variables are :

American_America.AL32UTF8

'.,'

Enter Password:

MSG-99999: $Header: OEXOHOHS.rdf 120.4.12010000.6 2009/06/29 03:23

Can some one help with this issue quickly.
