Promo management at local domain level not working

Hi All,

In RDF, would Promo Management workbook work at local domain level (merch hier sub-category level)?

The situation I had -

1. build a Promo management workbook in local domain through wizard,
2. enable/disable a promotion in this domain and commit changes
3. build promo management workbook in another local domain
4. the change is also present in this local domain.
5. build workbook at global domain
6. the change is present at global domain

The measure "Enable Promotion" is at promo/causal level intersection, so as far as I can tell, it might have nothing to do with the merchandise hierarchy level selected to build the workbook. But since the option is available, I hope to make sure this would only work at global level before changing the workbook taskflow to have tasktype = master
