power outage during upgrade. lost everything. What can I do now?

While we are applying Rel 12 upgrade patch 6778700, our site suffer power outage for long period of time that Database and apps server both shutdown ( pretty much crash )

Now, power it back.  Although I was able to bring back the database in life, all the adworker process in apps server are gone!

I run adctrl to check status. here is what I have
