Error com/hyperion/ap/hsp/HspAdmDriver when creating FR Planning connection

In a 11.1.2.4 environment when I create FR Planning connection I get the error com/hyperion/ap/hsp/HspAdmDriver.

If I create a Essbase or HFM connection everything is ok.

Planning and FR server are on the same box listening on different ports (8300 and 8200 respectively).

The above error is captured in frlogging.log while in financialreporting0.log no error is captured.
