open and closed periods : purging

I am trying to Archive and Purge GL data from the Archive and Purge screen, and it is replying with a reference to the fact that at least one accounting period should be closed, before being able to purge.

Metalink ID 337508.1, which links to this error message, is stating something else. It says that there exists periods which are NOT permanently closed, which are prior to periods that are  permanently closed.

I'm confused on how to read this, do they mean inside one ledger, or across all ledgers ?

In the first case, that condition is met for the clients applications, since that ledger apparently has no closed periods whatsoever. So, a permanently period does not precede a non-permanently closed one.
