Difficulty with Inbound integration from 3rd Party using a SWE Command

Hello,

I am taking over a partially completed project where we receive an inbound 3rd party URL that needs to start a business service and update a PUB Application record.  I thought we would be going a different route, but since this project is appears to only need the formatting of the URL, I would like to try just completing the format issue that we are currently facing.

The URL, as it stands is formatted as: " https:/anonymized.domain.com/epsportal_enu_adsi/start.swe?SWECmd=InvokeMethod&SWEService=SRS+First+Data+Integration+Util&SWEMethod=Execute&SRSObject=Application&SWERF=1&SRN=SRSFDSRNID;Transaction_Approved=YES&Transaction_Error=FALSE".  I have tried using different combinations as well as adding 'SWEAC' to the entry with no success.
