configure bill option is coming as disabled from Tools--->Bills of material

Hi Team,

we are testing the flow of Pre configured items.To create a Pre configured item configure bill option is coming as disabled in Tools--Bills of material.We have verified that BOM:Configurator URL of UI Manager is profile is setup correctly at site level and we are able to launch Configurator from Order Management but we are not able to launch Configurator from BOM as this option is coming as disabled.Can you kindly help us to understand why this option is coming as disabled
