Output Post Processor starts with error and won't run reports

We are on EBS 12.1.3 and are having an issues with a newly cloned instance.  Our dba cloned our production instance to TEST and updated all the normal entries to point to the new instance.

When the instance comes up, the Output Post Processor says it's started with 2 Active threads, but if you look into the Manager Log, it shows the following:

[8/28/15 12:14:02 PM] [Thread-21] Service thread starting up.

[8/28/15 12:14:02 PM] [EXCEPTION] [OPPServiceThread0] java.sql.SQLException: ORA-00600: internal error code, arguments: [kqludp2], [0x07853B398], [0], [], [], [], [], [], [], [], [], []
