How to setup a external system web service for TenderOffer?

My company owns B2BI from IBM Sterling. They want to start using this software to interact with their carrier base directly. I want to send the TenderOffers to B2BI using web services. However, I can't seem to figure out how to get the web service / external systems configured properly within OTM. I have read the integration manual and it isn't very helpful in describing how to use web services for outbound integration.

So far I have attempted to upload several test WSDLs from our B2BI server into OTM and defined web services based on these test WSDL. In all cases I noticed that the web service operations are removed when saving the web service. I have mixed results when testing the various WSDL files. I am either given an error in the log that at least one document argument must be defined or that there is a fault invoking the web dispatch.
