does anybody have a detailed document how to set up party fiscal classifications

we are having issues with party fiscal classification" setup,

we did setup TCA class codes, but they do not show up as "Party fiscal classifications Type codes in EBTAX

we did look at Doc How to Setup and Troubleshoot a Party Fiscal Classification Tax Rule in R12 E-Business Tax (EBTax) (Doc ID 729486.1) this did not give enough info to solve issue
