FYI notifications to HR when a transfer / change assignment is rejected

Hi,

We have a requirement where we need to send a FYI notification to the HR when a Transfer/ change assignment transaction gets rejected in the approval stage.

By default the initiator gets a notification. How can we send the same notification to HR?
