ST/OT orders with R42950 cost update for average cost.

We are using the ST/OT transfer orders but have noticed that the cost can not be updated by R42950 UBE.  The P4210 transfer version is setting F4211.SDPROV and F4211.SDCSTO to a 1 preventing R42950 from updating if a cost change occurs.  Is this a bug, by design or a set up issue?   We do have the processing option set up according to KG Documents indicate that R42950 should update the costs.  We are on 9.1.5 (in an upgrade project).  But the issue occurs at 8.12 level as well.
