Benefits of JDE Portal vs JDE menus.

Intra net vs Internet access.  Is it cheaper for user costs for a portal vs user licenses?  We are in the beginning stages of implementing the Portal.  Some of the items we would like to have on the Portal.  Standard JDE portlets. Viewing and printing of pay stubs and W-2s.  (BI versions). Some customization for bringing in Insurance Coverage Amounts by employee and the annual limit amounts for FSA.

Any information or heads up would be appreciated.
