Release Requisition with different Destination Organization

Hi Experts,

I have one requirement for our client in ASCP while releasing purchase requisition. Our client have problem that when they received materials, the materials have been received in different IO, let say IO A. However, in the system, PR has been released from ASCP the Destination Organization sent to IO B because demand, formulas, recipes and routing are created in IO B. So the client should execute Inter-Org Direct Transaction to move on hand stock from IO A to IO B, this will create transportation cost and our client avoid this cost.

The question is :

How to create PR with different IO in Destination Organization although we have demands from different IO than Destination Organization?
