Enabling Dealer fees specific to contract

I have a business case where if the end user places an order via a specific dealer, then depending upon the contract the dealer is eligible for some fees part of which needs to be paid by the manufacturer directly (using the Oracle system) and part of it will be passed on the the customer as part of invoicing.

I would like to understand if this can be modeled in standard Out of the box solution using Channel Revenue Management?
