In a workorder without an activity, how can you assign a resource (person) and time?

I've read this enhancement for the 12.1.3:

The enhancements enables you to create and update a work order with all its requirements in a single page in an efficient and elegant manner. The capabilities rendered as part of this enhancement are :- 1) Ability to create/update a work order for an asset with/without an activity in a single page.

This sound useful to the users to create workorders in a fastest way. But if you use this functionality, how can you assign a resource (person) and time for the work order?
