Grants portal - issues with viewing grants data since our upgrade

We are having problems with viewing data on the grants portal after our upgrade to 9.2.  We upgraded using image 5 back in October of last year.  Since then we have struggled with viewing the data that has been added since then.  It appears something could be wrong with how we have the roles set up, and or a problem with the staging of the data.

We are a government entity using the grants and contracts modules.  So we don't use all of the features a typical education organization would use. We have set up our contacts to be initiator instead of PI.  I am wondering if that is one of the critical issues.
