Why won't my Carrier Zone setup work correctly?

I've set up Carrier Zones based on specific states (and country) that a Carrier services.  When I set up the Routing entry for the carrier and enter the corresponding Carrier Zone all appears fine but the carrier does not show on the list of available carriers when routing a shipment going to one of the specified states.  What am I missing?  The MOT on the shipment is set to blank - the routing entry is set up with a blank MOT.  Effective dates are also properly set up - just can't figure out why the carrier isn't showing up.  Any
