EBS 12.2 "Unable to generate forwarding URL"

We ran the adsplice for creating a new custom top in EBS 12.2 version. After which Local login page is unresponsive.

Database version : 11.2.0.4

OS : IBM AIX 7.1

Getting the below error, when I hit the local url

Unable to generate forwarding URL. Exception:  java.lang.IllegalArgumentException: unsupported encoding: '85': java.io.UnsupportedEncodingException: 85

Please advice, if you faced this issue in your experience.
